Why do we say that illiterate and unhealthy population are liavility for the country whereas literate and healthy people are an asset.

unhealthy and illiterate people are a liability to the economy because they cannot work and hence do not contribute anything for the development. whereas if a person is healthy he/she can contribute alot to the economy by providing his/her services.
