Why do we say that liberals during this time could not be called 'democrats'?

the liberals could not be called as democrats because

1. they did not believe in universal adult franchise, that is, the right of every citizen to vote.

2. they felt men of property mainly should have the right to vote

3. they also did not want the vote for women.

all these things are not a part of democracy

The liberals could not be called democracy because even though they argued for a representative, elected parliamentary government, subject to laws interpreted by a well trained judiciary that was independent of rulers and officials, they did not believe in universal adult franchise and also did not want the voting rights for women. They felt that right to vote should only be given to the propertied man.
