NY object cannot have completely one type of charge so due to presence of both charges we experience repulsion always which make repulsion as true test of charge on an object

If two bodies are brought closer then, if they attract each other, we cannot surely say that which of the two bodies is charged. Because attraction occurs between a charged and an uncharged body.
But if the if there is repulsion, we are sure of the fact that both the bodies are charged.
