Because according to Universal Adult Franchise,
Each adult citizen has the right to one vote and each vote has one value but :
- In Saudi Arabia women did not have the right to vote untill 2015
- Estonia made its citizenship in such a way that people of Russian minority found it difficult to vote.
- In Fiji, the vote of an indigenous Fijian has more value than that of an Indian Fijian..
