It is because that while rubbing the glass rod with silk cloth some charged particles from silk cloth attract towards the glass rod and they get static

The glass rod and ebonite rod acquire charges but these charges aren't in motion and stayin their position. Hence the charges acquired by a glass rod and ebonite rod are static!
