Because the cold water which is kept in the vessel attract the water droplets which are present in the environment then the water which is present in the environment start freeze on the surface of vessel.

When the ice cold water comes in contact of the room temperature which has very low temperature in comparison of the glass containing ice cold water, it condenses and therefore gets converted into water droplets which can be seen on the surface of glass.
This process of conversion of ice cold water into water droplets is known as condensation.
