It is because of .... INERTIA OF MOTION.
INERTIA MEANS...
A BODY IN MOTION WANTS TO BE IN MOTION.
AND
A BODY IN REST WANT TO BE IN REST.
so when a bus breakes to a stop then due to inertia of motion we moves in the backward direction.

Our body is in motion when in a moving bus so when a bus brakes our body (as it is in motion) feels a suddwn movement and falls forward...
Our body is at rest when bus is not moving so when it accelerates our bidy (as it is at rest) feels a sudden movement and fall backward...
