For the safety of the workers and the general public is the right answer.
The state as the lawmaker and enforcer is assumed to assure that safety rules are executed. Safety laws include the proper working condition for workers. If a state fails in implementing the safety laws it can result in a huge loss. For instance, the Bhopal Gas Tragedy, if proper laws were implemented in the area before the establishment of the factory, maybe this tragedy could not harm a mass damage.
