Jimmy already knew his childhood bosom pal had become a criminal; quite ironically he had become a cop. As a cop he had the information about his criminal activities; his friend, Bob was wanted by the police. Jimmy also knew Bob had to come to meet him as planned and promised twenty years ago.  

Both the friends reached the fixed meeting point; Jimmy knew he was meeting Bob; but Bob did not know the officer he was interacting with his childhood buddy. Jimmy continued to talk to Bob for a while because he as a friend wanted to keep his promise of meeting him. Though Jimmy had the warrant and authority to arrest bob, yet he did not do it. He got his friend arrested by some other officer.

Jimmy wells was a childhood friend to Silky bob. As the events turned out, Bob ended up becoming a criminal and Jimmy became a police officer. Now Jimmy knew that his childhood friend was a criminal because he had all of his record but Bob was unaware that Jimmy was the cop who was at the lookout.

Both of the friends had a 20 year old pact where they were supposed to meet and both of them kept the pact by meeting each other.

Jimmy kept talking to bob on the meeting because he still was his dear friend although a criminal. He couldn't bring himself to arrest him regardless of the warrant he had. Therefore he had another officer arrest him instead.
