The poverty ratio in Kerala is lesser than Bihar because, literacy rate is higher in Kerala and as a result people are able to go for small jobs and also later get placed in better jobs. Whereas in Bihar, the literacy rate is average and there is less job opportunities as an end result people go for daily wages which in turn is sufficient to survive but it doesn't enrich their lives to a great extent. Hence even people in Bihar prefer to come to Kerala for work as there are more job opportunities here.
