Why do you think that americans disapprove of congress by a wide margin but habitually reelect their own members of congress?

in 2014 congress had an approval rating in neighborhood of 13 to 15 percent,nonetheless,95 percents of incumbents were re elected in the mid term election,. but in our system of government, the presidency is not where the power lies-----the real power lies with congress. congress is considered the first branch of our government because it write laws, declares war and many more..americans believe members of Congress were more interested in serving special interests than the people they represent..but 91 percent of who ran for re-election won!
