because everyone can not do 1 work only , every body has its own dreams , & everybody need to develop itself in its particular dream so development is not same for everybody

Development is not same for everybody because the life situation of every person is different.
The Development for one may be not the Development for the other person.
For example many people will be benefited if a dam is built up but there are also some people who are not benefited but it is disadvantage to them because they are displaced from their home.
The place where they used to live is the place where a new dam is building up now .
There habitat is also disturbed.
Therefore the people affected I this case is the people whose habitat and home is displaced.
