Why do you think the government appoints only I.A.S officers as District collectors?

Bcoz they receive special training to be expert in such kind of work..

Haven't you ever heard that there is a training of I.A.S officers ongoing in Missouri etc...(Well, my father always used to tease me with that thing)

Bottom line- bcoz they have that qualifications
