The kings of Vijayanagara lived in a separate quarter and not in the middle of the city as in Orugallu because of following reasons:-
1. The modern cities doesn't have the city walls as in Orugallu.
2. There was not enough land in the city for agriculture so they decided to have a separate quarter outside the city.
3. The old cities doesn't have the proper drainage system but modern cities have underground drainage system.
Vijayanagara Kings lived in a separate quarter outside the city but not in the center of the city because the kings wanted to protect the agricultural crops by planting the crops in the middle of the city.

The kings and nobles protect the crops by accommodating the soldiers and other residences around them.
In Orugallu, the Andhra Kings’ palace and important buildings were located in the middle which was separated by moat and stone wall from the nobles and soldiers. This was separated from the residence of artisans which is surrounded by vast agricultural lands. This type of construction was to accommodate increasing population.
The Vijayanagara Empire did not have growing population like regional empire and Vijayanagara Empire gave more importance to agricultural crops.
So, the arrangement of forts and houses were different in both empires.
