The Princely states had objected for direct elections for the members of the Constituent assembly.Also There were disagreements with the Cabinet Mission amongst the different sections in India and formation was Constituent Assembly by directly elected members was not possible.

India had 565 princely state and 17 provinces at the time of Independence. Before the independence, most of the states were ruled by kings and their subordinate under the control of British. Independence had brought the rulers to a corner to join with India after freeing from the British control.
As India wanted to be secular and democratic, representatives were elected from all states. However, some kings wanted to elect a representative on their own without the interruption of the people. India allowed them to do so as they found no other choice.
