Why do you think the time taken on 4 cores is not 1/4th of the time taken on 1 core

When you say a processor is 1.8 GHz with 4 cores, does .... 1*2*3*4*5*6*7* 8*9*10*11*12*13*14*15*16 ..... A 1 core computer can do exactly 1 instruction at a time .
