The Princely states had objected for direct elections for the members of the Constituent assembly.Also There were disagreements with the Cabinet Mission amongst the different sections in India and formation was Constituent Assembly by directly elected members was not possible.

By the time of independence ,some parts of the country were under the rule of kings.They too wanted to express their opinions in preparing constitution as some of them wanted to merge in the country and some to have special rights.Hence the kings were allowed to nominate members to express their views
