The reason here is that the particles of sand are much bigger than the molecules of water. As a result they do not get dissolved in the voids present. Instead, they settle down and thereby increase the level of water.

Remember the thirsty crow's story?
It added pebbles into water to raise the level of water (I know he shouldve used a straw instead but however)
The same applies here.
Also sand being denser settles at the bottom occupying the space in which water was before, so water raises up :)
