Why does a baloon move ahead when a car accelerates?

it's only due the inertia of rest .when a car or a vehicle accelerates then the objects inside it resist the motion of the car.

Due to the atmospheric air layer. When the car starts moving then the  balloon acquires a kinetic energy and due to the air it starts moving upwards.
