initially the boat and man sitting were in rest and centre of mass was fixed....when man gets up and walks the boat displaces opposite to man direction in order to maintain centre of mass frame....thus the boatman ties it to a pillar so that boat does not move.

in order to jump from the boat and to step on the river bank, passenger applies force on the boat with his leg in the direction opposite to that of motion. as a result the boat moves backward. that's why a boat man always tie his boat to a pillar, before allowing the passenger to stop on the river bank.
