When a person jumps ,he/she applies force to the ground. Similarly, when the person jumps from a boat ,the force applied on the boat makes it move backwards.

It is because of Newton's 3rd law --
"For every action, there's an opposite and equal action".
In this case , when the man jumps out of the boat, it exerts force on the boat. this is the action. As a reaction, the boat exerts an equal force on the man. Thus, the boat moves backward and we are able to move forward.
Since the boat is floating on the water and not fixed, it moves backward due to the action force exerted by man.
