Explanation:

if the force is very less as compared to the mass of the object then the frictional force produced the rough surface does not allow the object to move..as frictional force is self adjusting force....

A body kept on rough surface do not move when a small horizontal force applied on it because there is friction force in the rough surface compared to smooth force, Friction force is the force which acts in the opposite direction of  motion.
