It is due to inertia of motion.The dust in the carpet are in rest and when a stick is beaten the it changes to motion.

A carpet beaten with a stick releases dust because the dust particles in the carpet are already in rest and due to inertia they still remain at rest even after the carpet is beaten. So,when the carpet suddenly moves , the dust particles are released.
