When the relative motion of magnet and plate causes the magnetic flux (due to field of magnet) to change through the plate,emf and hence small “eddy currents” are induced in the plate.These induced currents would oppose the cause that produces it (in my case the cause is motion of plate while in yours;it’ll be oscillation of magnet).So it is due to the opposition of magnetic field of the induced currents that motion of plate(in your case;oscillation of magnet) is damped(restricted).
