It was due to refraction 
the light ray was passed frm denser medium to rarrer medium 

this is refraction 
the pencil was from air (denser medium) to water (rarrer medium)

it is because the light enters to air medium to water medium. but the actual mechanism is refraction pls mark it as branliest
