Due to refraction of light, a vessel filled with water appear to be shallower (less deep) than when without water.
As light ray is travelling from water (denser medium ) to air( rarer medium ) speed of light changes and light ray moves away from normal.
so person observes the apparent depth of water instead of real depth of tank.
