Why does a water cooler not cool properly on a rainy day?

Water cooler gives out air along with water which produces a cooling effect. In monsoon, When the air around us is already humid, our sweat doesn't evaporates and makes us feel uncomfortable. When the cooler tries to add water to the air it gives out, air doesn't holds the water and hence that humid air again reaches us with more force, sometimes making us feel more uncomfortable.

The particles of liquid in desert cooler absorb energy from the surrounding to regain the energy lost during evaporation. In summer this is fast. Hence desert cooler cool better in a hot dry day.
