So as to increase the surface area between tank and resulting surface .As surface area increases presssure is reduced by EQ 1/pressure = surface area
Thus helping the tank to move faster

Because the chain has a larger area and the pressure exerted by the heavy tank on the ground decreases and prevents the tank from sinking into the ground.
