An empty vessel produce more sound and of filled one because -

• We know that sound waves need space for propagation to become a large sound wave from scratch.

• In the empty vessel there is enough free internal space for the propagation of the sound waves which produces greater amount of sounds.

• But in the filled vessel there is not enough internal space for the propagation of the sound waves and that's why it produces small sound waves.
