Why does bracket comes in ca (oh)2 but not in mg cl 2

OH is a hydroxide radical which has a valency of -1. You have given the example of Calcium Hydroxide which is formed when Calcium is exposed to water, excess Hydrogen is emitted.

OH is in brackets because it is a radical (a group of atoms that act as one atom). There are two OH radicals present here. If it is written as O2H2 it may be confused with Hydrogen Peroxide which is H2O2.

Another point to note, Hydroxide molecules are always found as one Hydrogen and one oxygen per molecule, it is written in brackets to prevent confusion.
