Wax is the substance which vaporizes during burning thereby giving flame. Wax is a petroleum product and it is used in candles, therefore when the wax melts, it rises through the wick and is vaporized during burning and produce flames.
On the other hand, Charcoal does not vaporize and so does not form a flame. Charcoal is a combustible substance and glows while burning. It does not form flame because it is natural lump variety made from hardwood.
