The water does not seep down the cemented floor because, when the floor is cemented, the surface is made out to be smooth and non-porous, that is why the water remains above the surface and does not sink into the ground through the cement.
However, the water will seep down the cemented floor only if the floor has some holes or cracks or is porous in nature.
