why does constitution of india came into act in 1950 as it was already formed earlier.....answer it fast. i need it today

Constitution came into force(effect) on 26 January,1950 althought it was formed earlier at 1949 as The strength of the assembly was reduced to 299 as against 389 which was originally fixed in 1946 under cabinet mission plan because of the partition of the country. The strength of the Indian provinces was reduced to 229 from 296 and of those of the princely states from 70 to 93. Of these 284 were actually present on the 26th Nov, 1949 and appended their signatures to the constitution when it was finally passed. It ratified the India’s membership of the common in May 1949.
