why does coulomb force fail to break the nucleus ????

In the case of approaching protons/nuclei, the closer they get, the more they feel the repulsion from the other proton/nucleus (the electromagnetic force). ... They therefore caneasily "break" the electrostatic repulsion barrier to being exchanging mesons with thenucleus, thus becoming incorporated into it.,
