Because Jodhpur has latitude of 53'25 whereas Delhi is in 45"01 because Arabian sea runs parallel to the aravali due to the progressive decrease in humidity of the monsoon wind the amount of rainfall decreases from west to east in Northern India.Delhi lies to the east of Jodhpur.Hence the former receives more rainfall than the latter.Delhi although in the interior of the sub continent receives rainfall from south-west monsoon as well as from western disturbances.But Aravali range is parallel to the Arabian sea branch of south-west monsoon, resulting in no relief rainfall and the Bay of Bengal branch loses most of it's moisture by the time it reaches there, therefore Jodhpur receives less rain than Delhi.

Delhi lies east of Jodhpur. The monsoon winds of Bay of Bengal branch sheds rain in Delhi and loses moisture by the time it reaches Jodhpur. The southwest monsoon winds of Arabian Branch are not trapped by Aravali Hills due to there low altitude and therefore these winds goes past Jodhpur and it rains lesser in Jodhpur than Delhi.
Delhi also gets rain from Western Disturbance due to which its annual rainfall increases.
