Whenever a liquid evaporates it must be supplied the latent heat of vaporization. The cooling caused by evaporation is based on the fact that when a liquid evaporates it takes the latent heat of vaporization from anything which it touches. By losing heat this anything gets cold.
The cooling in a desert room cooler is caused by the evaporation of water. A desert cooler cools better on a hot day and dry day because the higher temperature on a hot day increases the rate of evaporation of water and dryness of a low humidity of air also increases the rate of evaporation of water and due to increased rate of evaporation of water a desert cooler cools better on a hot and dry day.

Desert coolers cool better
on a hot dry day because evaporation takes place faster
on hot dry day. Evaporation depends upon the moisture present in the air which is less on hot dry day. So evaporation becomes faster and a desert cooler cool better.
