Rain water is a mixture of impurities (i.e. acids such as nitric acid, sulphuric acid etc. formed after burning of fossil fuels and release of NO2,SO2 etc. which then get mixed with water to form these acids) which can then dissociate into ions and conduct electricity.Taking the case of distilled water it is a pure combination of hydrogen and oxygen, there is nothing to dissociate into ions and conduct electricity so it does not conduct electricity. (Hydrogen and Oxygen cannot dissociate as they themselves constitute water)
