Distilled water cannot conduct electricity because it does not contain ions while rain water conducts electricity as it contains ions due presence of dissolved salts in it.

The rain water contains many impurities as it passes through the air (containing dust ,acids,etc. ) so they start conducting.But distilled water doesn't contain such impurities so it doesn't conduct.
