is so because distilled water do not contain any ions where as the rain water carry the ions as h positive and o h negative that is why they conduct the electricity electricity can be conducted by a liquid only when it is dissociated into its ions

the distilled water is a pure form of water and it doesn't contain ions so it doesn't conduct electricity while rain water contains dissolved solids and some ions so that it conducts electricity
