Distilled water cannot conduct electricity because it does not contain ions while rain water conducts electricity as it contains ions due presence of dissolved salts in it.

Because in distilled water the most H2O molecules are not separated as ions(H+ and OH- respectivly). Where as if we put little amount of acid in the water than it the H2O molecules will get separated as H+ and OH- ions which forms electrolyte solution, are able to conduct electricity.
When anode and cathode are dipped in this water water the H+ and OH- ions will get attached to cathode and anode respectively
and electricity is conducted.
