It's because HCL gas does not have any free ions that are present only in the liquid state of HCL. So therefore HCL gas does not change the colour while if it was a liquid then it would have changed the colour of litmus paper

Dry HCl does not change the colour of litmus paper because any acid or base can show their chemical properties only in liquid state and not in dry or solid state
