Why does gravity(powerful like near black hole)SLOWS DOWN TIME??

There is nothing relation between time and gravity 

gravity is a force 

TIme is a dimension 

however You can read gravitational time dilation 

It means higher the gravitational potential is faster the time passes

gravity streches spacetime. Hence a photon will have more distance to travel and distance between any periodic interval increases. this applies for any massive objects.A clock near a massive body will be slower than a normal clock. This phenomenon is called gravitational time dilation.
