Because water expands when it is heated. So a kilogram of warm water will occupy more space than a kilogram of cold water; or a litre of warm water will weigh less than a litre of cold water. The warmer water experiences a buoyant force which causes it to float on top of the colder water. This process is called convection.
Water is a poor conductor of heat, so convection (which obviously carries heat upwards) dominates over conduction (which carries heat in all directions).
