why does hydrogen gas is not evolved when a metal reacts with nitric acid

It does, if the nitric acid is dilute. If the HNO3 is concentrated the gas produced is a mixture of oxides of nitrogen, because concentrated nitric acid is a powerful oxidizing agent and can oxidize free hydrogen to water.
