if a stationary bus suddenly speeds of passengers are thrown in the backward direction because of the passengers lower body is in contact with the bus when the bus seats of then passengers Floor Body comes in motion with the bus and passengers upper body remains in the state of rest

On bus we are in state of rest.

Hence, our body acquired inertia of rest.

Thus, if bus starts moving suddenly, part stocked with seat will move easily but rest part in air will have to overcome its inertia of rest.

But this happens so sudden that we can't manage to control our selves and lead to move back.
