Per capita income is not the only measure to development .. There are othera parameters if development like infant mortality rate , lufe expectancy , net attendance ratio , etc .
Kerala would have lower per capita income but in other factors like infant mortality rate life expectancy net attendance ratio ..it is higher than mah ...
This is the reason.. You can make ut a lot bigger by telling the values ...
