Why does mrs. Pumphrey pamper her pet how does the narrator describe her

Mrs. Pumphrey was worried about her pet dog because her pet dog was not feeling well. One day the doctor had seen that dog and got shocked of that. Because it was very fat. Mrs. Pumphrey is not giving it any exercises just feeding it with food so it became fat. So that doctor had taken it to the clinic and he did not give any food to him. She was very sad and pamper about that dog's health.
