Why does Mrs.slater scold Victoria and ask her to change her dress ?

Mrs. slater scolds Victoria and asks her to change her dress bcoz according to them their Grandpa has passed away.. and as it should be a mourning atmosphere Victoria should be in mourning dress rather than being in colourful frock n roaming outside the house
