Why does nuclear changes does not come under chemical change?

Nuclear forces (weak and strong) are two of the four fundamental forces of nature, the other two being gravitational and electrostatic force. Now, the study of all this comes under physics. Hence, the study of nuclear forces also comes under physics. To think of it, only a few chemical reactions involve nuclear fission and fusion processes.
