it is because of the phenomenon of refraction of light . when light rays enter from one medium to another it bends towards or away from the normal .so the objects appear to be larger in size .

Objects appear bigger when viewed if they are in water. This occurs due to a phenomena known as refraction of light. Refraction occurs when there is change of medium through which light passes. When u see the object from above in water light bends in water resulting in the object appearing a little bigger.
